My bedroom closet in my Marina apartment has had black spots spreading on the back wall for the last couple of months, and my clothes are starting to smell damp. I’ve been running the AC constantly, but the humidity just won't go away. As a tenant, am I responsible for the cleaning and repainting, or is this something the building management or landlord needs to fix because it might be a leak in the wall?

This depends on the source of the moisture. First, notify your landlord and building management in writing with photos, as this is a potential health and property issue. They should send a technician to identify the source. Do not attempt to clean or repaint it yourself, as this will only cover the problem without solving the moisture source, and it will return. The underlying leak must be fixed first.
