Our building did some external repairs on the balcony above us a couple of months ago and ever since, we've had a persistent damp patch on the bedroom ceiling. My youngest has developed a really bad cough that just won't go away, and I'm starting to worry it's from mold spores. I’ve noticed a few tiny black specks starting to form in the corner of the patch. Who is responsible for fixing this kind of issue, the building management or the owner of the apartment above us?
