The AC in our bedroom in our Jumeirah Village Triangle apartment has been making a really loud rattling noise for the last two weeks, especially at night. I’ve told the landlord twice, but they’re slow to respond and I’m worried about a big repair bill. Who is actually responsible for getting and paying for a certified technician to come and fix this, the tenant or the property owner?

Based on UAE tenancy law, specifically Law No. (26) of 2007, the property owner (landlord) is unequivocally responsible for all major maintenance and repairs related to the structure and core systems of the apartment, including the central air conditioning system. This is considered a fundamental obligation to provide a habitable premises as per the rental contract.

The persistent loud rattling noise you describe is a clear indicator of a serious mechanical issue, potentially a failing compressor, loose internal components, or a compromised fan motor. Your first action was correct: formally notifying the landlord in writing (email is best for a paper trail). Given their slow response, your next step should be to file a formal complaint with the Dubai Land Department's (DLD) Rental Dispute Settlement Centre. This typically prompts a much faster resolution from the landlord, as they are legally obligated to address it.

Do not hire a technician yourself without the landlord's written consent, as you may not be reimbursed. The landlord should arrange for a certified HVAC technician to diagnose and repair the fault at their expense.
