My ground-floor apartment in Jumeirah got a good amount of water during the heavy rain last month. I mopped it all up and it seemed fine, but now the bottom of my living room wall is warping and there's a persistent damp smell that my air fresheners can't cover. Is this something I can fix with a dehumidifier and some paint, or do I need to call a professional to check for water damage inside the walls?

The flooding forced water up behind your skirting boards and into the wall's internal structure, including the insulation and the drywall/plasterboard itself. Simply mopping the surface does nothing for the water trapped inside. The extreme humidity here acts as an incubator; that smell is active microbial growth (mold) proliferating inside the wall cavity. A dehumidifier and paint will only mask the surface issue temporarily.
