We've been living in our Jumeirah apartment for two years and just noticed these black speckles appearing in the grout between the bathroom tiles. It's the guest bathroom we hardly use, but the AC vent is in there and it always feels damp. For a very small patch (less than a square foot), you can attempt a DIY clean. Use a dedicated fungicidal cleaner from a hardware store, not just bleach. Bleach only removes the surface color; it doesn't kill the roots (hyphae) penetrating the porous grout. Wear an N95 mask, gloves, and goggles. Scrub thoroughly and ensure the area is completely dried afterward. The key is to fix the moisture source—run the exhaust fan for an hour after any shower and consider leaving the bathroom door open to balance humidity.

However, based on your description, I strongly recommend a professional inspection. The black speckles are a concern, and the "always damp" feeling suggests a persistent moisture issue. This could be a sign of a larger problem hidden behind the tiles or under the floor, especially in our older Jumeirah buildings.
