However, based on your description, I strongly recommend a professional inspection. The black speckles are a concern, and the "always damp" feeling suggests a persistent moisture issue. This could be a sign of a larger problem hidden behind the tiles or under the floor, especially in our older Jumeirah buildings. In the UAE, prolonged mold exposure is a health risk and can violate tenancy and public health regulations (DHA guidelines) if it becomes an infestation.
