While it could be a simple case of condensation due to high humidity—especially if the issue is localized to an exterior corner and worse in the mornings—the paint bubbling is a significant red flag. In my professional opinion, you should treat this as a potential water intrusion issue until proven otherwise. Condensation can cause surface dampness and mold smell, but it rarely causes paint to blister and peel that aggressively; that is more typically a sign of liquid moisture from a leak.

The source could be a leaking AC condensate drain line in the ceiling void, a small leak from a roof penetration, or compromised external waterproofing. Ignoring it can lead to structural damage to the ceiling drywall/plaster and create a perfect environment for mold growth within the cavity, which is a health hazard and much more costly to remediate.

You need a professional inspection to definitively diagnose the source. We use thermal imaging cameras and moisture meters to pinpoint the exact location and cause of the moisture without destructive investigation. A dehumidifier is a good temporary measure for ambient humidity but will NOT solve an active leak.
