We've lived here for 2 years in JVC and just noticed these black, speckled patches spreading behind our bedroom wardrobe. It's definitely gotten worse since the humidity kicked in last month. I'm really worried about my toddler sleeping in there. Who is legally responsible for handling this, the building management or the landlord, and what's the first step I should take?
