The ceiling in our Jumeirah Village Circle bedroom has these black splotchy patches that have gotten way worse since the heavy rains a few weeks ago. We've lived here for two years and it's never been this bad, and my husband's allergies have been acting up like crazy. I've wiped it down with vinegar but it just comes back. Who is responsible for getting this professionally removed and the ceiling repainted, me as the tenant or my landlord?
