The key is to fix the moisture source; run the bathroom exhaust fan for at least 30 minutes after every shower and check for poor caulking or leaks around the toilet base.

If the smell is strong, the spots are spreading, or it has returned after a previous cleaning, this suggests a deeper issue within the wall or under the tiles. In this case, a surface clean won't solve it. For apartments, building management is typically responsible for the structural integrity of walls and plumbing leaks originating from within them. You should report it to them, as the leak may be from a neighboring unit or a building pipe.
