The AC drip pipe from my neighbor's unit above is constantly dripping onto my balcony wall in Downtown Dubai, and after last week's humidity, I've started to see black mold spots forming on the concrete. I’ve already wiped it down with bleach once, but I know it's just going to come back with the constant moisture. The management company or Owners' Association for your building is responsible for resolving issues originating from a common property element, which includes AC drainage lines. You need to formally notify them of the issue. They have an obligation to instruct your neighbor to rectify the dripping pipe, likely by extending it properly to a drain.

For the existing mold on the concrete, wiping it isn't enough. Porous materials like concrete can harbor mold deep within. A professional remediation is the only way to guarantee it's gone for good.
