The paint on the ceiling of our bedroom in our Jumeirah Village Circle apartment has started to peel and bubble in one corner, and it's been getting worse since the weather got really humid a few weeks ago. My landlord says it's our responsibility to fix it because it's "cosmetic," but I'm worried there's a water leak from the unit above causing it. Who is actually responsible for getting this inspected and repaired—should I be hiring a certified technician myself, or is the landlord obligated to handle it?
